Challenge

PRAGMA Inc. had big plans to redevelop their property in Prince Rupert—but their vision was stuck in the past. Literally. The site was zoned under an old direct control bylaw from 1984 that only allowed four-storey apartment buildings. In today’s market, that just wasn’t going to cut it—financially or strategically.

Approach

We rolled up our sleeves and explored the best path forward. After weighing several options, we recommended rezoning to RA8 (Medium Rise Apartment Zone). It offered more flexibility, aligned with PRAGMA’s goals, and simplified the approvals process. While City Administration wasn’t on board—they flagged the site’s location outside a node or corridor—we made a strong case at the public hearing. We showed how the site could handle more height, fit the neighbourhood, and contribute much-needed housing.

Outcome

On November 14, 2023, City Council voted 11 to 2 in favour of the rezoning—clearing the way for a new apartment building that puts the site to much better use. Out with the outdated zoning, and in with a smarter, more future-ready plan for Prince Rupert.
