Challenge
FCX Developments planned a four-unit row house with four secondary suites and a rear detached garage in Glenora—an ideal location for gentle density. While the rezoning process went relatively smoothly, with only a few neighbour concerns around traffic, parking, amenity space, and neighbourhood fit, the bigger hurdle came later. The development permit was refused due to several variances common in mature neighbourhoods, including setbacks, projections, site coverage, and entrance placement.
Approach
Situate supported FCX Developments through both the rezoning and appeal stages. For the rezoning, we provided a clear, policy-aligned rationale that demonstrated how the project fit the site and supported the City Plan. City Council unanimously approved the rezoning on October 4, 2022.
After the permit refusal, we led the appeal process—reconnecting with neighbours to build community support and preparing a detailed response to each of the technical issues. At the Subdivision and Development Appeal Board hearing, we presented a practical, site-specific case showing how the design worked with the constraints of the lot and met the intent of the regulations.
Outcome
The appeal was successful. The Board overturned the refusal, allowing the project to move forward. Today, the completed row house is home to new residents and adds thoughtful, well-integrated housing to the Glenora neighbourhood—proof that good infill, backed by strong strategy, can overcome even the trickier parts of the approval process.
