Challenge
Greystone Group Ltd. planned to redevelop three lots in Strathearn into a multi-unit building—ideally six storeys in height. But while the site sits just steps from the Strathearn LRT stop and within the 95 Avenue Secondary Corridor, current policy only supports up to four storeys. A higher-density residential zone wasn’t an option, and the existing RS and RMh16 zoning didn’t allow enough floor area to make a four-storey building financially viable.
Approach
Situate recommended rezoning to the MU (Mixed Use) zone—not to enable a taller building, but to increase the floor area allowed for a four-storey one. This approach aligned with policy while offering greater design flexibility and a stronger business case for redevelopment.
The MU zone also left the door open for small-scale commercial uses on the ground floor—an optional feature that could support local vibrancy if demand exists, without forcing retail space that might sit empty.
We supported the application with a project webpage, neighbour postcards, and early outreach to the Strathearn Community League. When questions came in about parking and commercial uses, we responded promptly and clearly—including confirming that sensitive uses would be prohibited due to the site’s proximity to Silver Heights Park.
Outcome
City Council unanimously approved the rezoning on June 30, 2025—without debate. With the new MU zoning in place, Greystone Group now has the flexibility to move forward with a four-storey development that makes better use of the site, supports housing choice in a mature neighbourhood, and fits seamlessly into the surrounding context.
