Challenge

The Jasper House site at 12021 Jasper Avenue, situated at the confluence of Jasper Avenue, 121 Street, and the Victoria Promenade, included a mid-century 12-storey apartment building and an underutilized surface parking lot. The existing Direct Control zoning limited redevelopment options, making it difficult to bring new housing and commercial activity to the site. Concerns from the community centred around increased traffic, views of the river valley, geotechnical stability, and the aesthetic contribution of the proposed tower to Edmonton’s skyline.

Approach

Situate worked with Jasper House LP to rezone the site for a new 31-storey residential tower, ensuring the preservation of the existing Jasper House building. The project introduces 339 residential units, including 28 three-bedroom units as part of a community amenity contribution, alongside a podium with ground-floor commercial spaces to activate both Jasper Avenue and the Victoria Promenade. The design prioritizes a pedestrian-friendly environment, with publicly accessible spaces, underground parking shared by both buildings, and improved pathways connecting Jasper Avenue to the Promenade.

Throughout the process, Situate engaged extensively with the community through public outreach, surveys, and meetings with the Community League. In response to concerns, the design was refined to mitigate shadowing, privacy, and wind impacts while respecting the character of the surrounding area.

Outcome

On September 9, 2024, City Council approved the rezoning in an 8-4 vote, clearing the way for a development that will introduce high-density housing along Jasper Avenue, enhance the pedestrian experience with new retail and public spaces, and preserve mid-century architecture while modernizing the site. The project aligns with the City Plan’s vision for a walkable, transit-friendly downtown and will transform an underutilized parking lot into a vibrant mixed-use community, reinforcing Edmonton’s commitment to sustainable urban growth.
