This site is located at 2401 and 2403 - 47 Street NW. The site currently houses the Alfalah Center (#2401) and a single detached house (#2403). This application will bring the zoning into alignment for the entire site and enable the expansion of the Alfalah Center to accommodate a new mosque, hall, classrooms, offices, community amenities and more.
This site is a corner site located along 23 Avenue, close to parks, schools, and services at Millwoods Town Centre. It close to transportation options including bike routes, bus routes along 23 Ave and 47 Street, and is within walking distance to Mill Woods Transit Centre.
City policy supports accommodating mixed used buildings in well-connected locations near existing residential areas, amenities, schools and services like this site.

We are proposing to rezone the site to the Mixed Use - MU h16 f3.5 zone. This zone would enable a low-rise, mixed use community services building to support the growth of the Alfalah Center.
The MU h16 3.5 zone allows for a range of low rise residential, commercial, and community services uses intended to accommodate a variety of building forms, and provide flexibility for future redevelopment. This zone will allow the Alfalah Center to continue operating today, while exploring future expansion opportunities including a new mosque with associated offices and classrooms, as well as other services to support the surrounding community.
The new zone allows for a maximum height of 16 metres, or approximately four storeys. Strong design regulations will make the future building welcoming and inviting for pedestrians, with entrances facing the street. Final building size and design would be reviewed at later stages.
Any future development would be required to include landscaping such as trees, shrubs, and other soft landscaping, along with appropriate setbacks and building design measures to help the development fit comfortably with nearby streets and properties.
Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.
