Why Zoning Changes Are Being Considered Here

This site is in a Primary Corridor—an area where the City expects more housing over time. It is close to transit, schools, parks, and everyday services in the Whyte Avenue area. City policy supports growth in places like this, but the current Direct Control zoning—written nearly 40 years ago—makes a new building difficult to deliver in practice. This application updates the zoning to better match today’s needs, without changing the overall scale of what can be built.

What This Rezoning Would Change

We're proposing a new Direct Control (DC) zone that builds on the existing zoning and updates it to incorporate today’s mixed use zoning regulations. It would allow for a high-rise mixed use building with homes and local businesses, with clear design rules that reflect the surrounding area and streetscape of 81 Avenue.

Zone

This application proposes a custom-written zone tailored to this site and its surroundings. The new DC zone would replace the outdated rules with clearer, more current ones that better reflect the site's location within a busy, well-connected area. We're also adding more opportunities for local businesses and commercial uses that will contribute to the vibrancy of the area and provide services and amenities for nearby residents.

Heights & Homes

Right now, a new building under the current zone could be about 11 or 12 storeys tall. We're proposing to keep the allowed building height and overall size the same. Final building size and design would be reviewed at later stages.

Landscaping & Transitions

Any future development would be required to include landscaping, setbacks, and building design measures to help the building fit comfortably with nearby streets and properties.

Project Stage

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

We're at the very first stage of the project. We are planning to submit rezoning application for this site in March 2026 to rezone the site to a new DC zone.

Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.

Design & Development Permit

If the rezoning is approved, a detailed building design is prepared. This is when the building design, landscaping, and parking are reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The landowner is required to pay for upgrades.

Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
