City Council’s policies guide what type of development is encouraged in different areas. Edmonton's key policy that guides future development — City Plan — states that the site is located in the Whyte Avenue Primary Corridor, where mid- and high-rise building forms are encouraged.
Direct Control zones are used when standard zoning rules don’t fit a site’s specific situation. A custom Direct Control zone allows flexibility, while still setting clear and intentional rules for how development can happen on the site.
City Plan also states that residential development should occur at a variety of scales, densities, and designs across residential neighbourhoods. This includes multi-unit housing in well-located areas near transit and services. For these reasons, the proposed Direct Control rezoning aligns with City Plan policy.
