Why Zoning Changes Are Being Considered Here

We're proposing a mid-rise apartment building with shops at street level. The current zoning only allows low-rise apartments, so this rezoning will allow for more housing options.

The site is a good fit for more housing: it sits on a transit route, close to schools, parks, and everyday shops and services. City policy identifies streets like 104 Street as places where gradual growth is encouraged, and this proposal reflects that direction.

What This Rezoning Would Change

We're applying to rezone the site to allow a mid-rise mixed-use building — homes above, shops below. The current zoning only allows a low-rise apartment of about 4 storeys with limited commercial space. Proposed zoning: MU h28 f6.0 cf

Zone

The MU zone allows for custom height limits. We're requesting a maximum of 28m to accommodate up to an 8-storey building, fitting the site's busy, well-connected location. We're also expanding opportunities for local businesses and commercial uses to add vibrancy and provide services for nearby residents.

Height, Homes, & Shops

The new zone allows more homes on the site and expands the ground-floor space available for shops, cafés, and services for the neighbourhood. Today, the site allows a building of about 4 storeys. The rezoning would allow up to 8 storeys (28 metres). Final height and design are reviewed at the development permit stage.

Fit with neighbours

Any future development would be required to include landscaping, setbacks, and building design measures to help the building fit comfortably with nearby streets and properties.

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design, landscaping, and parking are reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The landowner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.
