Why Zoning Changes Are Being Considered Here

The site is located along 106 Street, a collector road, next to a school, child care service, and park space. It is also close to transportation options such as protected bike lanes and bus routes, as well as commercial areas and other everyday services.

While City policy supports accommodating more housing in well-connected locations like this, the current zoning limits the amount of housing that can be built on the site. This application proposes to update the zoning to better match the location, while still allowing change to happen in a planned and predictable way.

What This Rezoning Would Change

We are proposing to rezone the site from the RS - Small Scale Residential zone to the RM h23 - Medium Scale Residential zone, which would provide more housing choice in Pleasantview and allow for modest increases in density.

Zone

This application proposes a zoning change that better reflects the site’s location and surrounding area, using a standard zone already applied in similar parts of the city. The RM h23 zone allows for a range of small- to medium-scale residential buildings intended to accommodate additional homes in a way that blends in with nearby small-scale residential buildings. This zone also allows for limited commercial options at the ground floor, such as a pharmacy or coffee shop.

Heights & Homes

The proposed zoning would allow a modest increase in height and more homes than the current zoning allows. The RM h23 zone typically allows for larger six-storey buildings. Common building forms in this zone include multi-unit buildings. Final building size and design would be reviewed at later stages.

Landscaping & Transitions

Any future development would be required to include landscaping such as trees, shrubs, and other soft landscaping, along with appropriate setbacks and building design measures to help the development fit comfortably with nearby streets and properties.

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

We're at the very first stage of the project. We submitted a rezoning application for this site in May 2026 to rezone to the RM h23 zone.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design and landscaping is reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The property owner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.
