Why we're proposing a zoning change

We're proposing  row housing on this corner site: about eight homes, at 2-3 storeys, each with it's own front door connecting to the street.

The current zoning already allows a row house on this lot. The issue is size: the lot is just small enough that only seven units fit. The rezoning allows slightly more room to build, which lets us do four row house units with a suite in each basement, and gives the main floor units a bit more living space.

This location is a reasonable place for that. The site is located on 51 Ave, an arterial road, and it's within walking distance of 3 elementary schools, a junior high school, and Lendrum Place Park & Community league. It has a bus stop for 2 routes, including Route 55 Crosstown (WEM to Meadows) out front, and is within 15 minutes walk to Southgate LRT station. City Plan and the Scona District Plan identify this area as one where more housing is expected over time. Row housing is a modest form of that growth: more homes than a single house on a lot, at a scale that fits a residential street.

What This Rezoning Would Change

We're applying to rezone the site to allow for a low rise residential building. The current zoning only allows a small scale residential building. Proposed Zone: RSM h14.

Project ContactDowntown city street with tall modern skyscrapers and buildings under a clear blue sky.

Zone

The Small-Medium Scale Transition Residential Zone (RSM h14) allows for slightly larger buildings than the standard small-scale residential (RS) zone. This lets the building have more liveable unit sizes, supporting family-friendly units within walking distance to schools, parks, and transit.

Heights & Homes

With a maximum height of 14m, the proposed zone would allow a modest increase in height and more homes than the current zoning permits (9.5m). Final building size and design would be reviewed at later stages.

Landscaping & Transitions

Any future development would be required to include landscaping, setbacks, and building design measures to help the building fit comfortably with nearby streets and properties.

Project Stage

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

We're at the very first stage of the project. A rezoning application for this site was submitted to the City of Edmonton in September 2026 to rezone the site to the RSM h14 zone.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design, landscaping, and parking are reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The landowner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.

When can I expect to hear about a rezoning?

Mail-out notification and signage are issued by the City on its own timeline. On our files, we also send neighbour mail-outs beyond what the City requires, and those go out on a separate schedule from the City's notice. If you live within the mail-out radius, you can expect a postcard from us in the coming weeks.
