Why Zoning Changes Are Being Considered Here

We’re proposing a 2 storey commercial building, with shops at street level and above. The current zoning only allows for small-scale residential development, so this rezoning will unlock additional commercial space along the Whyte Avenue corridor.

This site is a good fit for more small businesses. It’s a corner site, located directly on an arterial road (Whyte Ave), and is within a five minute walk to the Bonnie Doon LRT station. It is well served by bus transit, with bus stops for Route 4 and other routes located directly out front. City policy identifies streets like Whyte Ave as areas where gradual commercial growth is expected, and this proposed reflects that direction.

What This Rezoning Would Change

We're applying to rezone the site to allow a low-rise mixed-use building — built today as a commercial building, but offering future flexibility to add or convert to residential units. Proposed zone: MU h16 f3.5

Project ContactDowntown city street with tall modern skyscrapers and buildings under a clear blue sky.

Zone

The Mixed Use zone offers flexibility. It allows commercial, residential, or mixed use buildings. For a site on Whyte Avenue, this zone lets us build a small commercial building today. It also leaves room to add homes or convert to a mixed use building if needs change in the future.

Height & Context

The new zone allows buildings up to 16 metres tall, or about four storeys. The current limit is 9.5 metres. The Mixed Use zone lets each site set its own height. We chose 16 metres because it's a common height for this zone across Edmonton, and it fits the area well since it's right on Whyte Ave. Commercial buildings and low-rise apartments already sit across the street.

Fit with neighbours

The new building would have to be a minimum of 3m away from the neighbouring residential site. Any future development would be required to include landscaping, setbacks, and building design measures to help the building fit comfortably with nearby streets and properties.

Project Stage

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

We submitted an application in September 2026 to rezone this site to MU h16 f3.5.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design, landscaping, and parking are reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The landowner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.
