Why Zoning Changes Are Being Considered Here

We're proposing a low-rise, four-storey apartment, with the potential for services such as a pharmacy or a coffee shop at the street level. The site is a good fit for more housing; itis located along 106 Avenue, close to transit options such as bus routes, as well as schools, parks, and everyday services.

City policy encourages gentle densification in well-connected locations like this, and this proposal fits that direction.

What This Rezoning Would Change

We are applying to rezone the site to allow for a low-rise apartment, which would provide more housing choice in Fulton Place and allow for modest increases in density. Proposed Zone: RM h16

Zone

The RM h16 zone allows for a range of small- to medium-scale residential buildings intended to accommodate additional homes in a way that blends in with nearby small-scale residential buildings. This zone also allows for potential services at the ground floor, such as a pharmacy or coffee shop.

Height & Homes

The new zone allows for more homes on the site than currently allowed. At present, we are exploring a low-rise (four storey) apartment building. Final building size and design would be reviewed at later stages.

Fit with Neighbors

Any building will need to include landscaping, setbacks from the property line, and design features that help it step down toward nearby homes and streets.

Rezoning is the first step in the land redevelopment process, followed by design, permits, and construction.

We're at the very first stage of the project. We submitted a rezoning application for this site in May 2026 to rezone to the RM h16 zone.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design and landscaping is reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The property owner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.
