Why Zoning Changes Are Being Considered Here

We're proposing updates to the zoning for 10305 and 10321 - 106 Street NW, in order to comply with new regulations.

This property is governed by a Direct Control Zone (DC2 1039), meaning that it has a custom-written zone that outlines what can be built here.

The site is currently operating as a surface parking lot. The City of Edmonton has recently required surface parking lots located downtown to obtain a permit.

The existing custom zone for this site does not allow for a surface parking lot, so the zoning is being updated to allow for surface parking through the Centre City Temporary Parking program.

What This Rezoning Would Change

We're applying to update the Direct Control Zone, in order to add Centre City Temporary Parking as an allowed use and to complete administrative updates.

Goals of Rezoning

The main goals of this update are to 1) update the zoning to allow the site to get a permit to continue operating as a surface parking lot, and 2) complete administrative updates to modernize the language in the Direct Control zone, to match the current language used in Zoning Bylaw 20001.

DC Modernization

The Direct Control zone will be updated to reflect current language used in Zoning Bylaw 20001. Additionally, any regulations that need to be modernized will be updated. This includes removing parking minimums in alignment with Edmonton's Open Option Parking Policy (2020), and introducing new minimums for bike parking and barrier free parking spaces.

Future Redevelopment

The current Direct Control zone outlines a vision for a mixed use, high rise residential building. The eventual goal is to see this project come to life — there are no goals to modify the design of the building as we undertake the rezoning. The goal of this rezoning is to enable parking as an interim use prior to future redevelopment of the site.

  • Rezoning Rezoning is the first step in the redevelopment process. At this stage, Council is deciding whether the zoning rules for the site should change. Rezoning does not approve a specific building design.
  • Design & Development Permit If the rezoning is approved, a detailed building design is prepared. This is when the building design, landscaping, and parking are reviewed by the City, as well as any necessary upgrades to infrastructure (like fire hydrants, etc.). The landowner is required to pay for upgrades.
  • Building Permits Once the development permit is approved, building permits are required. This stage focuses on safety and the technical building requirements of the Alberta Building Code.
  • Construction Construction can begin once all required permits are in place. The City inspects construction to ensure it follows approved plans.
